The City of Kyle has announced a unique opportunity for restaurateurs, developers, or development teams to bring an upscale yet family-friendly dining experience to the growing community. A 0.8-acre city-owned restaurant pad site, located within Heroes Memorial Park, is now available for development proposals. This new venture aims to enhance Kyle's local amenities, situated conveniently between Austin and San Antonio along the bustling I-35 corridor.
Kyle’s strategic location is integral to the Austin-San Antonio mega region, one of the nation's fastest-growing areas. Projections indicate that by 2040, this region’s population will rival that of the Chicago area. The restaurant site lies within Kyle's Brick and Mortar District, a 138-acre, pedestrian-oriented urban village in the heart of the Plum Creek development. This master-planned community includes over 5,000 homes, an award-winning golf course, parks, and extensive commercial spaces, making it an ideal location for a thriving dining establishment.
Interested parties must submit their proposals by 3 p.m. on Friday, Dec. 6. Submissions must be labeled, “Heroes Memorial Park Restaurant Pad Site - RFP 2025DD-12” and directed to Daniel Dellemonache, Purchasing Supervisor, at the City of Kyle, or they may be submitted electronically via DemandStar under the designated bid ID.

Selection Criteria and Process
The City of Kyle will assess submissions based on a scoring rubric that emphasizes qualifications and experience (50 points), understanding of the city’s objectives (20 points), and financial stability (30 points). Initial evaluations will shortlist top applicants, who will then be invited to provide a more detailed proposal. Only those shortlisted in this first phase will be eligible to participate in a second-phase solicitation.
